I don't think I'm comfortable with this guy taking Cap's place for a few reasons.
#1 - TRIGGER! Major America needs to practice basic firearms safety before I'll trust him with larger issues such as national defense.
#2 - Does this guy really care about us or is he a narcissist? He obviously spends too much time on having his uniforms tailored and practicing his 'pose' in front of a mirror. How many bad guys are going to get away while he's worrying about getting his uniform dirty?
#3 - Did he shave his eyebrows off?! It sure looks that way. I'd want a complete psych eval on this guy so I know he's not a whack job who idolizes the role of the Terminator and Arnold Schwarzenegger's image of it.
That's my two cents worth.
