Right. Halfway through my career, the EPR came into being from the APR. The idea was to clean up the system, and it didn't do a thing. But I must say I've never seen one quite like this. Wrote a few sorta close...

OK ... looks like the US Army in Europe during the 1980's ...
One of the bases has a memorial plaque on a sidewalk for a Lt. who tried to break up a drug party ... he was stuffed into a locker and defenestrated.
