Maybe...it might have fizzled. I've read that they were calling for 400KT and got 1.
I've worked on these things from .33KT to 1MT...including the dial-a-yield bombs. Admittedly a while ago.
It doesn't sound right.
Besides, they are only bargaining chips until you use one...

Hmmm, I just read a SoKo report (the closest sensing station to the test) that it was 550 tons (or .55KT).
I don't think they got what they wanted. Either their material was sub-optimal or they screwed up with Tritium (if they can even make it).
Heads will roll.
