Looks a lot like Tank Girl, a weird British comic that was made into a less than successful film some years back. Lori Petty played the title character and Ice T was her Kangaroo-man pal.
Unless I'm mistaken the signature is that of very risque comic artist Deacon Black.

I love tank girl. It's one of the first DVD's I bought....I even got the CD for the movie.
My wife freakin' hates it, but I watch it a couple of times a year.
This character is consistant with Black, but it doesn't look like a tank girl character.
Good tho....
